Sir,
I have the honour to acknowledge the receipt of your Despatch Separate and General of the 7th ultimo, and to inform you that I have caused Mr. Lockhart to be informed of the terms of the Treasury letter of which a copy was transmitted therewith. I observe from that letter that in the event of steps not being taken to bring the Commissionership of Wei-hai-wei within the Colonial Governors' (Pension) Acts, Mr. Lockhart will be allowed to receive from the revenues of Wei-hai-wei supplemented by the Parliamentary Grant-in-Aid a contribution towards his pension based on the length of his actual service there and on the rate of pensionable emoluments drawn by him as Colonial Secretary of Hongkong.
2. I enclose a copy of a Pension Paper drawn up by the Colonial Treasurer showing the amount of pension already earned, and I shall be glad if you will be so good as to have it confirmed and placed on record for future reference.
